Job Title: Beijing Raptor Rescue CentreManager/Disaster Response Coordinator
Report to: Program ManagerLocation of Position: Beijing
Summary The position’s primary goal is to support effectiveand efficient development and implementation of IFAW’s wildlife rescue anddisaster response strategies, working closely with Program Manager, CountryDirector and Global Rescue Program Directors to lead the Beijing Raptor RescueCenter (BRRC) to operate in accordance with IFAW’s standards set for Centre ofExcellence (CoE), coordinate and participate in disaster responses in Asia andsupport IFAW’s Wildlife Crime Prevention Programs by improving handling of LiveAnimals Seized in Trade (LAST)
Responsibilities - Work closely with Program Manager, CountryDirector and Rescue Programs teams in developing and adaptively adjustingBRRC’s strategy to make sure BRRC’s work is in accordance with IFAW’s wildliferescue and disaster response strategies;
- Oversee theday-to-day operations of BRRC’s rescue and rehabilitation program, ensureBRRC’s operation is in an effective manner in consistent with IFAW’s missionand adhered to IFAW policies and standards for Centre of Excellence;
- Develop andmaintain IFAW Animal Rescue Networks in China by fostering the engagement ofrelevant stakeholders in the fields of animal rescue, emergency sheltering,veterinary care, humane law enforcement, animal health and welfare, humanitarianaid, and disaster management. Enhance the capacity and credibility of BRRC asan effective and efficient capacity building hub to improve raptor rescue inChina;
- Work closelywith program manager and global programs teams in enhancing BRRC’s scientificand clinical research capacity and maintaining close strategic partnershipswith Beijing Normal University and other institutions and research bodies;
- Develop andimplement response plan(s) for rescue and/or relief based on remote and fieldassessments, and deploy as Field Team Lead to oversee response teams engaged inrescue activities, ensuring responder safety and best practices;
- Performrescue interventions while mentoring IFAW and partner responders in order tobuild internal and external capacity and capabilities;
- Work closelywith program manager and global programs teams in developing guidance,protocols, tools and resources related to animal rescue, disaster preparednessand recovery for all species;
- ManageProject budget to ensure project activities and expenditures are on time.
- Monitor andevaluate BRRC’s impact timely using PMEL, Log Alto and other available tools.Compile and ensure timely submission of project updates, data and reports;
- Work closelywith program manager in management of all BRRC staff. Provide support and guidance, increaseinternal capacity, monitor performance, build team spirit and provide acommunication bridge between IFAW global and China Management Team and BRRCstaff.
- Work closelywith program manager and communications manager in deploying contentcollectors, preparing response communication plans and generatingcommunications materials to support communications and fund-raising effort.Ensures animal stories, photos and rescue activities are shared with the communicationsteam in a timely manner.
- Serve aspublic face of the BRRC to the public and/or media, clearly articulating IFAWand BRRC’s mission, programs and impact to increase visibility of BRRC andenhance IFAW and BRRC’s reputation and standing.
- Performs other duties and functions as requestedby IFAW.
Qualifications and Education Requirements - BS/BA degree in veterinary sciences, animalwelfare, or emergency management related field is preferred, or 5+ years ofcommensurate field experience;
- Strongproject management skills and at least 3 years of project management experiencein rescue, rehab and disaster response;
- At least 3years of experience in hands on animal rescue/rehab as well as disasterresponse;
- Strongnetworking skills; capable of managing a multi-stakeholder response involvinggovernment authorities, international and local NGOs, civil protectionagencies, and local communities;
- Experiencein developing and delivering training content to internal and external audiences;
- Provenrecord of leadership and management skills.
- Excellentskills in problem solving, setting priorities, delegating, meeting deadlinesand multi-tasking.
- Demonstratedability to work under adverse conditions and handle stressful situations;
- Ability towork with a variety of staff, partners, specialists and volunteers.
- Ability totravel globally for extended periods, at times on short notice;
- Excellent oral and written communication skillsin both English and Chinese.

- 与项目经理和全球项目团队紧密协作,提高BRRC的科学和临床研究能力,并与北京师范大学以及其他机构和研究部门保持密切的战略伙伴关系;
- 根据远程和现场评估,制定并实施救助和/或救济响应计划,同时作为现场团队领队部署并监督参与救助活动的应急小组工作,以确保组员安全和实施最优方案;
- 实施救助干预,同时为加强内外部的合作水平和效能,对IFAW及合作方组员进行指导;
- 与项目经理和全球项目团队密切合作,为所有物种建立与动物救助、防灾减灾和灾后恢复相关的指南、方案、工具包和资源;

- 履行IFAW要求的其他职责和职能。
资质和学历要求 - 获得兽医学、动物福利或应急管理相关领域本科或以上学位者优先,或拥有五年以上相关领域工作经历;
- 较强的项目管理能力以及至少三年在救助、康复和灾害应急领域的项目管理经历;
- 在动物救助、康复以及灾害应急领域至少三年的工作经历;
- 优秀的人际交往能力;能够管理涉及政府、国际和地方非政府组织、民防机构和地方社团组织的多方响应机制;
- 开发培训内容以及为内外部人员进行培训的经历;
- 拥有领导和管理能力;
- 优秀的问题解决、设置优先级、分派工作、按时完成工作和多任务处理的能力;
- 在不利条件下工作和处理压力的能力;
